Overview
The Skill Levels specialist turns a skill into a progressive proficiency framework. For each level it describes the knowledge someone needs and the abilities they can demonstrate, with each level showing a clear step up in depth, independence, and responsibility.
It's built for workforce development and learning and development (L&D) teams who need consistent, measurable proficiency definitions — the kind you can benchmark people against, tie training to, or hand to a manager for a capability conversation. It's especially strong for technical and safety-critical work, where levels need to reflect real standards and autonomy.
Reach for it when you're defining what "good" looks like at each stage of a skill, standardizing proficiency across teams, or setting the benchmarks that skill-gap analysis and assessments measure against.
What you'll need
- The skill or skills to define, each with a short description of what it covers. You can request several skills in one go.
- How many levels you want. You choose the scale — a simple 1–3, a broader 1–6, or another number that fits your framework. If you don't say, the specialist picks a sensible scale and explains why.
- Industry context (optional). The sector, operating environment, and any relevant standards or regulations, so the levels reflect real practice.
- Reference material (optional). Certification requirements or standard operating procedures you want the levels to align with — see Add context.
If you don't say which skills to cover, the specialist asks for the list rather than inventing skills.

Knowledge runs to a full paragraph and abilities to a shorter one, so each level is specific rather than a one-line label. Tips
- Choose the level scale that matches your existing framework — you're not limited to three levels.
- Give industry, environment, and standards so the levels are concrete rather than generic.
- Include the tools, equipment, or methodologies involved so they show up at the right level.
- For many skills, work in batches so each framework stays focused and easy to review.
